About Thomas Lyons (Thom) Carr III, Appl.Sc., MS-IST, MSM

Professionally, Thom has been involved in emerging technologies since 1966.
Since retiring he has served on several IAEM Certification Task Forces and as an adviser and Subject Matter Expert on few NIST proposals for CyLab's Visual Intelligence Studio at The College of Engineering at Carnegie Mellon.
He retired from Federal Service after 33 plus years in Emergency Management, Office Automation and Avionics that included supporting the National Disaster Medical System (NDMS) for almost 11 years and almost 7 years as a Military Police Patrol Supervisor in the Army. He also spent over 16 years with the City of New York Police Department (NYPD) at 1PP from 04/1982 - 09/1991 as a Computer Specialist and Project Manager within the NYPD's Management Information Systems Division with one year in the private sector, and from 09/1974 - 04/1982 as Supervisory Police Communications Technician at their Communications Section’s 911 and Dispatch Center.
Thom currently holds a professional degree of Applied Scientist (Appl.Sc.) in Engineering Management with a concentration in Crisis, Emergency and Risk Management from the George Washington University's School of Engineering and Applied Science in Washington, DC (2006) and two masters: one a Master of Science in Management (MSM) with a specialty in Public Management from St. Thomas University in Miami, Florida (1997) and the other a Master of Science in Information Systems Technology (MS-IST) from the George Washington University's School of Business and Public Management in Washington, DC (2002).
Thom had been a Certified Emergency Manager (CEM®) since June 28, 2013 until December 31, 2023, issued by the International Association of Emergency Managers (IAEM).
He also is a Senior member of the Institute of Electrical and Electronics Engineers (IEEE) since August 2016 and holds an Amateur Radio License – General KC3JEN.
