Abstract
The principles in this guide were initially developed by Scenic Hudson and have been refined and illustrated with a grant from the New York State Department of State Office of Coastal, Local Government and Community Sustainability administered through the City of Kingston. An advisory committee (listed in the Acknowledgements page) provided valuable input in development of the document. We are grateful to all these parties for their help.
