About John Carroll

Dr. Carroll is an Associate Professor for Public Administration with Nova Southeastern University’s Huizenga School of Business and Entrepreneurship.  Dr. Carroll was conferred a Doctor of Philosophy (Ph.D.) in Public Administration by Florida Atlantic University in 2003.   He also holds a Master of Public Administration degree, specializing in Justice Policy Management, a Bachelor of Arts in Political Science, and an Associate of Applied Science in Criminal Justice. He previously served as the Academic Coordinator for the Public Administration and Emergency Management undergraduate and graduate degree programs at Barry University.   Dr. Carroll has also served as an adjunct at Nova Southeastern University, Florida Atlantic University, and George Mason University. 


With over 30 years of public service, Dr. Carroll is a retired Deputy Sheriff Major and a veteran of the U.S. Air Force.  He was appointed to the Broward Sheriff’s Office in 1984, assigned to numerous operational and administrative positions throughout his career.  As a manager, Dr. Carroll was responsible for the policy process, planning, applied research, and accreditation for the agency.  Counted among his accomplishments were authoring the agency's Emergency Response, Hurricane Response, and numerous Special Event Plans - all of which were put to use in actual conditions.  He was one of the architects of the current NSU/BSO Program, a unique educational partnership to conduct research and develop future public safety leaders. 


Dr. Carroll has published in refereed journals, made paper presentations to international academic and practitioner conferences, and published book chapters.  He has taught undergraduate and graduate classes, executive/supervisory leadership, career development, in-service training, and adult vocational courses.  Dr. Carroll’s research and teaching interests include public administration from the “prac-ademic’s” perspective, criminal justice, public policy, emergency and crisis management, public entrepreneurship, leadership and strategic management, budgeting, and the history of public administration.
