Jim worked at ACER from 2010- 2020, after thirty years’ experience teaching secondary level mathematics in the government and independent school sectors in Melbourne. His role as a test developer covered all phases of the assessment process  from item writing, to trialling, test form construction and analysis of results. Jim has worked on a range of ACER projects: for NAPLAN, for selective school tests at Years 4 and 6, for the PAT Maths Resources Centre and for international tests including PISA 2012. He has worked on developing assessments of numeracy for adults returning to study and vocational training. He has presented workshops and webinars to teachers and to trainers in the post-compulsory years about processes that underpin the development of good numeracy items.

Jim was President of the Mathematical Association of Victoria in 2015-17, and represented the MAV on the Council of the Australian Association of Mathematics Teachers.
