About Hsin-liang (Oliver) Chen

Dr. Hsin-liang (Oliver) Chen is Chief Library Services Officer at PCOM.
 
Prior to joining PCOM, Dr. Chen served as Dean of Library and Learning Resources at Missouri S&T. He also served as associate dean for assessment and librarian of the Joseph P. Healey Library at University of Massachusetts–Boston, where he advocated for adopting emerging library and higher education assessment trends, designed and coordinated assessment methods and strategies, engaged library stakeholders, and analyzed library-wide data. Dr. Chen also produced online courses such as “Digital Analytics and Business Strategies,” “Essentials of Web Development” and “IT Project Management.”
 
Dr. Chen earned his Ph.D. in library and information science at the University of Pittsburgh. He also earned a master’s degree in educational communication and technology from New York University and a bachelor’s degree in library science from Fu Jen Catholic University in Taiwan.
 
Dr. Chen has worked in library and information science for multiple universities, including Long Island University, Indiana University, University of Missouri-Columbia, University of Texas at Austin and University of Wisconsin-Milwaukee. His areas of expertise include Digital Media Design and Management, Human Computer Interaction, Information Users and Behavior, Information Systems and Social Impact, and Open Educational Resources Management.
