The Other House: Why legislative councils serve little purpose

Abstract
This article argues that the idea of having a Legislative Council at the provincial level is a regressive one. Unlike the Rajya Sabha, the very existence of a Legislative Council is in the hands of the Legislative Assembly. It is not hard to recognize that Legislative Council leads to an unhealthy politicization of intellectual class. It costs the state exchequer heavily without serving any meaningful purpose.
