About Cynthia Horne

I am an Associate Professor of Political Science at Western Washington University. I teach courses on international political economy, comparative political economy, political economy theory, development, globalization, and international relations.
My research is presently focused on assessments of transitional justice measures. I am currently working on a book project examining if and how transitional justice affected the creation of trustworthy public institutions, a trustworthy state, and interpersonal trust in post-communist countries. In particular, I am examining if and how lustration (regional employment vetting procedures) and truth commissions have supported the process of democratization in the post-communist space.

More generally, I have also published on trade policy issues affecting post-communist countries.
