About Christopher Kelley

Christopher Kelley teaches in the Graduate Program in Agricultural & Food Law and in the J.D. program. His courses include Agriculture & the Environment; Regulation of Agricultural Markets; Selected Issues in International Agricultural Law; EU Agricultural and Food Law, Agricultural Perspectives; Administrative Law; Interviewing, Counseling, and Negotiation; International Commercial Arbitration; and Rule of Law.

Professor Kelley was a Fulbright Scholar in Kharkiv, Ukraine, in 2005 and in Chisinau, Republic of Moldova, in 2011. He frequently teaches negotiation and legal writing in English in person and by distance variously at universities, law firms, corporate legal departments, and nongovernmental organizations in Ukraine, Moldova, Belarus, and Lithuania. He also has taught in Kazakhstan and in the Russian Federation. He was the first American law professor to teach at the Belarusian State University Law Faculty in Minsk, Belarus.

Professor Kelley is a member of the Law Faculty at Kyiv Taras Shevchenko National University, Kyiv, Ukraine, where he primarily teaches in its Law Faculty’s Master of Laws in Land and Agricultural Law Program. He also is a consultant to the Inyurpolis Law Firm (ILF), with offices in Kharkiv and Kyiv, Ukraine.

Professor Kelley has been active in American Bar Association Section of International Law. Most recently, he was the Section’s Deputy Rule of Law Officer, a member of the Working 
Group on Russia and Ukraine, a member of the Working Group on Law Students, and a Senior Adviser to the Section’s Russia/Eurasia Committee. He also served two terms as Chair of the Section’s Public International Law I Division and three terms as the Co-Chair of the Section’s Russia/Eurasia Committee, and as Vice-Chair of the Committee on International Legal Education and Specialist Certification. He was a delegate on the Section’s International Legal Exchange (ILEX) briefing trips to Poland, Jordan, Lebanon, Australia, and New Zealand. He participated in the World Justice Project’s World Justice Forums I and II in Vienna and the World justice Forum IV in The Hague. He also is a member of the International Bar Association.

Professor Kelley is a member of the Board of Directors of the Fulbright Association, the official Fulbright Program alumni organization. He previously served on the Board of Directors of the Fulbright Academy of Science and Technology.

Professor Kelley has been a member of the editorial boards of the Baltic Journal of Law and Politics published by Vytautas Magnus University in Kaunas, Lithuania, and Law and Civil Society published by Kyiv Taras Shevchenko National University. He also edits articles for the Kyiv-Mohyla Law and Politics Journal published by the National University of the Kyiv-Mohyla Academy in Kyiv, Ukraine.

Professor Kelley has published numerous articles on agricultural law and has lectured on agricultural law at numerous CLE programs throughout the United States. He is a recipient of the American Agricultural Law Association’s Distinguished Service Award.
Before joining the faculty in 1998, Professor Kelley practiced for about fifteen years in large and small law firms variously in Minnesota, Arkansas, Georgia, and the District of Columbia. He also has been a public defender, a legal services attorney, and staff counsel to the American Civil Liberties Union of Mississippi. He began his legal career in the Solicitor General’s Office of the Minnesota Attorney General.

In the United States, Professor Kelley has taught at the William Mitchell College of Law, the University of North Dakota School of Law, the University of South Dakota School of Law, and the Drake University Law School. He is a graduate of Louisiana State University (B.A.), the Howard University School of Law (J.D. cum laude), and the University of Arkansas School of Law (LL.M.). He is licensed in Arkansas, Georgia, Minnesota, North Dakota, and the District of Columbia.
