About Dr. Joy Broughton

Alta Joy Broughton, Ph.D. joins Saint Mary's College of California as Assistant Professor of Special Education in the Educational Specialist Program. Dr. Broughton’s scholarship revolves around the equitable education of emergent bilingual students who may or may not have learning disabilities. Dr. Joy Broughton completed her doctoral studies at the University of South Florida in Curriculum and Instruction with an emphasis in Special Education and Educational Leadership & Policy Studies. She was supported by the Special Education Policy Scholarship and served as a policy fellow at the Office of Special Education Programs (OSEP) in the Department of Education. During her doctoral studies, Dr. Broughton led policy, professional development, and research initiatives in the local Tampa Bay Area schools in her position as a Research Fellow in Partnerships and Professional Development for the David C. Anchin Center for the Advancement of Teaching. She also served as founding president for the College of Education Graduate Student Council to promote intercollegiate collaboration among doctoral students. Dr. Broughton’s work is informed by ten years of teaching experience as a special educator and literacy coach in the U.S., Brazil, and Honduras. Dr. Broughton has presented widely and published works addressing issues of teacher preparation for diverse learners, leadership in special education, and disproportionate identification of emergent bilinguals in peer-reviewed national and international journals. Dr. Joy is trilingual in English, Spanish, and Portuguese. Her current work centers around preparing teachers to be critically conscious of the sociopolitical dimensions influencing the education of emergent bilinguals. Through taking on the practice of critical conscious educators can advocate for early intervention and prevent misidentification of emergent bilinguals into Special Education.
