Ms Capel is a Research Fellow in the Policy Research and Practice program at ACER. Ms Capel has ten years’ experience in international development specialising in education and evaluation. Currently, Ms Capel is a Researcher for the Education Analytics Service which is responsible for improving the extent and quality of evidence and expertise used by the Department of Foreign Affairs and Trade (DFAT). She is also the Evaluation Adviser for the Pacific Islands Literacy and Numeracy Assessment (PILNA) which covers 13 Pacific Island Countries. Ms Capel is also involved with the development and expansion of ACER’s international development portfolio. This includes conceptualising and implementing research projects for multilateral and bilateral agencies, government departments and non-government organisations in the area of educational monitoring and research. Ms Capel has worked in a number of countries throughout Asia, Africa and the Pacific for organisations such as UNICEF, DFAT and the private sector. Ms Capel’s areas of expertise are in mixed methods study design, basic education and evaluation.
