Abstract
Describes the basic idea of the point source and non-point source emissions trading, by comparing the marginal cost-cutting, the economic feasibility of the transaction were analyzed and pointed out that such transactions cost difference with the traditional mode of governance of the point source in. under the given conditions to simplify the proposed transaction model for a single point and a single source of non-point sources.
