Knowledge-Sharing in the Intelligence Community After 9/11

Abstract
When does information become knowledge? In the context of government and business, wide agreement exists that this transition occurs when information, which is essentially organized data, is assembled and filtered in such a way that actionable strategies and policies come into focus. The more complex the subject, the greater the likelihood that analysts and policymakers must tap into many different sources of information to create and employ knowledge effectively.
