Luck Stowell fishing flies and lures: fact or fiction?

Abstract
William H. "Bill" Burgess of Minot, Maine made and sold State-O-Maine Fishing Tackle (see NFLCC Magazine, 57[1]: 16-17, 20-24 [2019]). In Burgess' circa 1935 tackle catalog, he published illustrations of fishing flies and lures made by Luck Stowell. To the best of the author's knowledge, none of these flies nor lures have been located. Thus, this article attempts to answer the questions: Who was Luck Stowell? If a real person, did he actually makes flies and lures? The answer to the first question is Arthur R. "Bill" Stowell of Locke Mills, Maine. The second question still stands as not definitively answered.
