About William H. Byrnes

Professor William H. Byrnes is an influential author for policy makers and professional advisors. His nine Lexis treatises, available on Lexis Advance, are annually read online over 20,000 times and still maintain 5,000 print subscriptions by government departments and tax counsel of large enterprises. His Tax Facts series sells over 20,000 copies annually. His Wolters Kluwer compendium on corporate and trust law has reached 10 volumes. Examples Byrnes titles include: Foreign Tax and Trade Briefs; Tax Havens of the World; LexisNexis Guide to FATCA & CRS Compliance; Practical Guide to U.S. Transfer Pricing; Money Laundering, Asset Forfeiture and Recovery, and Compliance—A Global Guide; and Taxation of Oil & Gas Transaction. William Byrnes ranked #9 among US tax law professors for SSRN 2016 (reported on Tax Prof Blog Jan 2017).

After peer review, the J. William Fulbright Foreign Scholarship Board (FFSB) and the U.S. Department of State’s Bureau of Education and Cultural Affairs (ECA) selected him to become a Fulbright Specialist for the areas of comparative law and for taxation. Professor William Byrnes is currently a member of the law faculty and an Associate Dean with Texas A&M‘s law school. He was elected Chair of two AALS sections: Post Graduate Legal Education and Graduate Programs for Non-US Lawyers, and is currently serves as the Chair Elect of the Section on International Legal Exchange, and the Treasurer of Section of Graduate Programs for Non-US Lawyers.

As a tax attorney, William Byrnes held a senior position of international tax with Coopers & Lybrand. He has been consulted by a number of governments on tax policy and on education. His courses have included: Income Tax, International Tax, Transfer Pricing, International Business Transactions, Business Associations, Trusts & Estates, Financial Crimes, and Civilian Law.
