We propose a series of models that help hospital managers estimate nursing needs’ distributions and set target staffing levels for groups of interchangeable units. We evaluate how different levels of information about the censoring variable (e.g. staffed bed capacity) can be utilized to estimate the untracked demand and the true nursing needs. The models can be applied to input data such as census, number of admissions, discharges, and transfers (ADT) that are used to determine nurse requirements. We present model evaluation based on 3 interchangeable units in a large hospital.
