Abstract

Americans remain at risk for potentially devastating costs for LTSS that are not covered by Medicare or private health insurance. This article proposes a legislative package to finance LTSS, offering LTSS coverage in the context of existing integrated health plans. Building on current federal demonstrations, LTSS coverage would initially be integrated with Medicare Advantage plans. The goal is to provide coverage for LTSS at little or no incremental cost within the existing health insurance system, relying on well-managed home- and community-based care to reduce the use of expensive hospital and institutional care.
