Abstract

SUMMARY Terrorism is the plague of the 21st century. In the man-made world of today, with its nuclear power plants, subways, airplanes, with accumulation of large numbers of people in one and the same place, terrorism (terror is Latin for fear and horror) poses serious threat not only to security of a certain state, but also to entire world community. Under these conditions, the measures to be taken against terrorists, including preventive measures, should ever be effective. In the article there have been considered various methods of identification of a person, including iris and retina recognition, fingerprint identification, hand and face geometry, voice and signature recognition and identification according to keyboard handwriting, as well as application of these techniques for search of terrorists, for maintaining efficient access mode, for prevention of public order offence. Application of the said techniques, as well as current experience of identification of a person has been reviewed as a case study of several countries. According to the author, in Russia, methods of identification may enjoy more wide application thus providing positive effect in combating terrorism and eliminating abuses in use of personal data if only local legislation stipulates special regulations governing use of methods of identification of a person.
