Victor B. Flatt is the Taft Distinguished Professor of Environmental Law and the Director of the Center for Law, Environment, Adaptation, and Resources at the University of North Carolina School of Law. His research focuses on issues of environmental administration, with particular attention to climate change mitigation and adaptation.
