Entidades Administrativas Independentes: Smoke & Mirrors
Concorrência & Regulação
(2011)
Abstract
There are more things in the independent agencies (IA) heaven than are dreamt of in their current philosophy. First of all – and unless one admits politicians are worst than everybody else – there´s no reason for IA to behave differently than government controlled bodies (even more so if one finds ex-politicians in their driving seats).
If one admits that public interest is paramount in government action, there might be a problem if special sectors, insulated by IA, stand in the way. On the other hand, if one thinks that governments are driven by special interests, there are no reasons to think differently of IA.
The case in point is that governments can be ousted by people´s vote – and independent agencies can not.
