About Dr Ursula Schwantner

Dr Ursula Schwantner is a Senior Research Fellow in the Assessment Transformation research program at ACER and head of the Global Education Monitoring (GEM) Centre which drives improvements in monitoring the quality of education worldwide. As an experienced educational researcher with focus on large-scale assessment, Ursula is a major contributor to ACER’s technical partnership with the UNESCO Institute for Statistics (UIS) to develop tools and methods for reporting against the United Nations’ Sustainable Development Goals in Education (SDG 4). To strengthen countries’ capacity to monitor learning, Ursula develops and facilitates capacity-building activities and support for large-scale assessment programs and networks, such as the UIS Assessment for Minimum Proficiency Levels (AMPL), OECD PISA 2022 Core E country preparation and implementation support, the UNESCO Network on Education Quality Monitoring in the Asia-Pacific (NEQMAP) and the People’s Action for Learning (PAL) Network. In 2018, Ursula led the ACER research team that developed the toolkit for the GPE initiative Analysis of National Learning Assessment Systems (ANLAS). Prior to joining ACER in 2014, Ursula was the National Project Manager for OECD/PISA in Austria, and has conducted research on PISA, IEA/PIRLS and TIMSS.
