About Tao (Tim) LIANG

TIM LIANG is a China advisor in Sidley’s Beijing office. Tim is highly skilled with experience in both adversarial and transactional matters. In his adversarial practice, Tim is experienced in assisting Chinese Government and companies in litigations before the United States courts. In his transactional practice, Tim represents both China-based and foreign corporations and funds in connection with their inbound & outbound investments and acquisitions.

Representative Adversarial Experience:

- Representing a P.R.C. Ministerial Government in a $147 million antitrust class action before the U.S. Supreme Court;
- Defending a P.R.C. Provincial Government in a lawsuit before the United States Court of Appeals for the Ninth Circuit;
- Defending a China’s oil & gas company in a securities class action before the United States Court of Appeals for the Second Circuit;
- Defending a US-listed Chinese Company in a securities class action before the US courts and the related SEC investigation;
- Defending a China’s oil exploration company in a $1 billion lawsuit before a US court and the follow-up arbitration; and
- Defending a China-based major insurer in its insurance coverage lawsuit before a US court.

Representative Transactional Experience:

- Representing a US-based private equity fund in its joint venture with a Chinese SOE to set up a retail stores network in China;
- Representing a US-based private equity fund in its acquisition of a China-based used car auction company;
- Representing a China-based cloud computing service company in its onshore and offshore restructurings and financing transaction;
- Representing a China-based shipping conglomerate in its acquisition of a UK high-tech company;
- Representing a China-based security inspection company in its acquisition of a US high-tech company and duly addressing CFIUS issues; and
- Representing a China-based real property development company in its development project carried out in the US.
