About Dr. Theodore H. Grossardt

Dr. Ted Grossardt is the President of Vox Populi, LLC of Lexington, KY. He specializes in public input into large, and often controversial, public infrastructure planning and design problems.
Ted is a co-developer of the Structured Public Involvement (SPI) protocol, used over the past 15 years in complex community infrastructure planning and design questions. Ted and his collaborators have won research grants from Federal Highways Administration, the National Academies of Science, the National Science Foundation, the Federal Transit Administration, the Department of Energy, and the E.P.A. They also have worked with state and local agencies in Kentucky, Indiana, Ohio, and Arizona, and delivered SPI workshops to agencies in these and other states, multiple federal agencies, and in Finland and Scotland, where he led an SPI session on the Scottish Independence Question in 2014.
Dr. Grossardt is a member of the TRB’s Visualization Committee, TRB’s Bridge Aesthetics Subcommittee, the Association of American Geographers, and the International Association of Facilitators. He has recently retired from the University of Kentucky, where he was associate faculty in the College of Arts and Sciences, and the College of Design at UK. He was a member of the Transportation Systems Management graduate program, delivering seminars to students from CE, Geography, Historic Preservation, Landscape Architecture, and Public Administration.
His work is published in the fields of Transportation, Geography, Planning, Electrical Engineering, Archaeology, Biology, Water Resources, and Public Health.
