Dr. Finquelievich is currently the Director of the Research Program on Information Society, Instituto de Investigaciones Gino Germani, Faculty of Social Sciences, University of Buenos Aires; Principal Researcher at the National Council of Scientific and Technical Research, Argentina. Member of the Directive Council of the Center for Research and Transference of the Province of Entre Rios, Argentina. Professor at the Universidad Pedagógica Nacional (National Pedagogic University), Buenos Aires. Professor at the Master of Communication Sciences, Pontificia Universidad Bolivariana de Medellín, Colombia. Coordinator of the Information Society Commission, as representative of Argentina at Mercosur (Southern Common Market); responsible for the evaluation of Mercosur scientific projects.
 
Formerly Professor at the Master of Education, National University of Paraná, Argentina. Professor at ALICT (African Leadership in ICT for Knowledge Society Advancement), Nairobi. Coordinator of the Habitat Advisory Commission if the National Council of Scientific and Technical Research, Argentina. Former Secretary of Scientific Research at the Faculty of Social Sciences, University of Buenos Aires. Professor at the Faculty of Architecture and Urbanism, National University of Rosario, Argentina. Professor at the National Institute of National Studies (Instituto Nacional de Estudios Nacionales, Quito); FLACSO Ecuador; Honorary Professor at the University of Queensland, Australia. Consultant for the National Institute of Public Administration (INAP. Argentina); the Government of the Province of San Luis, Argentina; IFAP – UNESCO, and UNU-Egov. Former Focal Point for Scientific Cooperation between Argentina and the European Union in Social Sciences and the Humanities. Evaluator of community innovation projects at CIPPEC, Center of Implementation of Public Policies for Equity and Development.
Born in Buenos Aires, Argentina, she works currently on public policies for Knowledge Society and on productive innovation policies for local development. Her work currently focuses on socio-technical innovations in medium and small cities. Her education is multinational: Architect (National University of Rosario, Argentina), Post Graduate on Urban and Regional Planning (Polytechnic University, Poland). Master of Urbanism (Université Paris VIII, France). Ph. D. in Social Sciences (Ecole des Hautes Etudes en Sciences Sociales, Paris). She has received a grant of the Fulbright Foundation to develop research on urban social and political innovations in SUNY Buffalo, US. She speaks Spanish, English, French, Portuguese and Italian.
Dr. Finquelievich was one of the founder members and Chairwoman of Global Community Networking; founder and Chairwoman of LINKS, "Civil Association for the Study and Promotion of the Information Society". She was the international Chair of a major conference on Community Networking held in Buenos Aires, in 2001.She was the international co-Chair of a major conference on Community Networking held in Quebec in 2002. She was an evaluator of @lis projects. She has participated in the FP6 Project: WINDS, Widening IST Networking Development Support– Latin America
She has authored and co-authored 17 books. The most recent ones are “Public Policies for Information Society” (2010), published by IFAP UNESCO in English, Russian, Chinese and French, “Open Innovation in Knowledge Society “(2014), "Ciudades en la Sociedad del Conocimiento: enfoques y políticas", “I-Polis. Ciudades en la Era de Internet” (2016), and “Knowledge Societies Policy Handbook”, IFAP UNESCO / United Nations University, Paris, 2016.
Among the projects with which Dr. Finquelievich was directly involved was a wide-ranging five-year analysis and evaluation of a major program in the Province of San Luis, Argentina, on Public Digital Schools for Children Teenagers, and adults, an innovative initiative in State education. Another project was the analysis and evaluation of public telecentres in Argentina.
