One of the long standing goals of the Global Congress, expressed in the Washington Declaration on IP and the Public Interest, has been “ to defend and expand as appropriate the operation of limitations and exceptions” to copyright as “positive enabling doctrines that function to ensure that intellectual property law fulfills its ultimate purpose of promoting essential aspects of the public interest.” Toward this end, the Global Expert Network on Copyright User Rights promotes research and connections to advocacy to inform evidence-based copyright reform. This session will feature members of the Network reporting on recent policy advances on limitations and exceptions, in particular to promote fulfilment of human rights to education and to conduct and benefit from research.
