Abstract
Following the NERL/CRL survey of April 2018, the June 2018 NERL visioning exercise, and the recommendation of the NERL Program Council, the NERLs Program Council Executive Committee established a Negotiation Committee to review negotiation tactics NERL has employed and suggest how to be more successful in future negotiations. This report documents the process and recommendations.
