Abstract
The "recovery rebates" included in the CARES Act are intended to provide immediate economic assistance during the COVID-19 pandemic. They are supposed to be paid to taxpayers, not applied to satisfy any tax debts or other obligations of the taxpayers (except for past-due child support obligations). But that's not quite right. As the Act is structured, less money than anticipated may wind up in taxpayers' pockets.
