About Richard Kinney

Dr. Richard Kinney has been a member of Boise State University’s Department of Political Science and Master of Public Administration (MPA) Program since 1976. He received his Ph.D. in 1980 from the University of Notre Dame in Government and International Studies. His dissertation was entitled "Decisions and Roles of Executive and Legislative Officials in the Idaho State Budgetary Process" and his research agenda has continued to focus on state and sub-state budgetary politics and processes since then. Dr. Kinney has been an active participant and presenter at conferences including those of the Idaho Political Science Association, the Western Political Science Association, and the American Society for Public Administration.
