Fiscal Policy and Recessions

Using annual Oecd data, recessions are much less frequent (10%) than negative business cycles (50%) that include also cases of growth exceeding potential growth trend. This has implications for fiscal policy that is not counter-cyclical as it should be if extra spending would apply only to recession episodes.
