Using a standards-based set of network performance measurements, this report benchmarks and maps the state of broadband connectivity in the GTHA. The report further discusses the range of policy approaches available for improving quality and affordability of Internet access infrastructure, economic barriers in the transition to next generation fibre-to-the-premises (FTTP) networks, and provides a baseline financial model relevant for further policy development and evaluation.
