Abstract
This report describes approaches used around the world to define “small business” for the purposes of public policy and regulation, particularly in the area of consumer protection. We further consider options and strategies available to the Canadian Radio-television and Telecommunications Commission (CRTC) for defining small business for the purposes of protecting them under the Internet Code.
