About Rachel Parker

Ms Parker has 15 years’ experience in international education including specific expertise global education and assessment. On the Southeast Asia Primary Learning Metric (SEA-PLM), Ms Parker is responsible for designing a framework and instruments to assess global citizenship skills across the ASEAN region for UNICEF. This work builds upon her research into global education in Australia and how international partnerships build intercultural competence and reduce prejudice in young people. Ms Parker brings a decade of experience leading, designing, evaluating and managing education programs supported by development partners such as UNICEF, DFAT, the Asian Development Bank and World Bank in the areas of scholarships, primary and basic education, teacher development and assessment. Ms Parker also brings strong operational experience having managed multi-year/multimillion dollar aid investment programs involving significant financial, human resource, asset, and risk management.
