About Rachel Felgate

Rachel Felgate joined ACER in 2019 as a Senior Research Fellow within the Educational Monitoring and Research Division. She has extensive experience in undertaking and leading quantitative and mixed-method research and evaluation projects, ensuring evidence-based and future focussed decisions about policy and practice in the public (education, social, and health) sector. She has a particular interest and passion in presenting technical information in an understandable and useful way to non-technical people. Her expertise is in the quantitative aspects of multi-method approaches that gather data from a range of stakeholders, and is familiar with advanced statistical techniques, including generalised linear models, multivariate analysis, item response theory, survey analysis, and, structural equation modelling. Before joining ACER, Rachel was a Senior Data and Research Analyst in the Evidence and Insights Branch of the Ministry of Business, Innovation and Employment, NZ. Rachel has previously worked as Senior Statistician and Statistics Team Manager at the New Zealand Council for Educational Research and as a Senior Statistician at the National Foundation for Educational Research in England and Wales.
