German Propaganda and U.S. Neutrality fills an important void in the historiography of World War I. While previous studies have concentrated on Great Britain's ability to control the flow of propaganda to the United States, few have addressed the efforts of German government officials to maintain American neutrality. Chad R. Fulwider argues that American participation in the war was not inevitable but that several crucial mistakes by German propagandists contributed to their losing the battle for American public opinion and inspired the U.S. declaration of war against Germany.
