About Patricia Shields

Texas State University System Regents’ Professor in the Department of Political Science at Texas State University

Shields directed the Master of Public Administration Program for 17 years.  In 2001, she began her tenure as editor in chief of the highly regarded journal Armed Forces & Society, where she served as president/chair for the interuniversity seminar during 2020 and 2021.

Shields has published widely in the field of military studies on topics such as recruitment, civil military relations, veterans, women in the military, peacekeeping, and research methods for military studies. She has published four books and more than 70 journal articles and book chapters. She is a national award-winning teacher and researcher who became a fellow of the National Academy of Public Administration in 2019. Shields’s books include: Step by Step: Building a Research Paper (2004), A Playbook for Research Methods: Integrating Conceptual Frameworks and Project Management (2013), and Routledge Handbook of Research Methods in Military Studies (2016). Her most recent book is Jane Addams: Progressive Pioneer of Peace, Philosophy, Sociology, Social Work and Public Administration (2017).

She received her bachelor of arts in economics from the University of Maryland College Park and a master of arts in economics and a PhD in public administration from Ohio State University.
