Confronting the limited government investments, pressing demand for accepting higher education from the public, wishes to build world -class universities, and effective governance, thus the expansion, privatization, diversified sources of fund and public accountability are becoming major higher education development trends. Hong Kong University Grands Committee is responsible for advising funding allocation to local higher education institutions to avoid the government excessively intervening in the university internal affairs, and to balance the relationship between government and university. Through reviewing the evaluation reports from higher education institutions, and quality assessments pushed by the Government of Hong Kong Special Administrative Region, the Government’s role is an enabled regulator, not direct manager.
