Multiple steps are necessary for a well-designed Promise-type scholarship program. Through multiple community visits, Upjohn Institute staff members assessed the need and capacity of the Hamilton, Canada community for such a scholarship. Based on those assessments, staff members presented a program design that takes into consideration such parameters as its universality, funding structure, geographic eligibility, academic supports, and management/administration of the program. We estimated a cost and made funding strategy suggestions.
