Abstract
In a room packed with 35 attendees, we had the pleasure of learning more from Michael Carroll, Professor of Law at American University College of Law, on issues concerning public access to DoD-funded research and copyright issues.  Professor Carroll began the session expressing his viewpoint on the open access phenomena: the Internet has created a new information environment; one in which there have been behavioral changes.  His analogy is one where “recycling” behaviors have changed.  Informationists or researchers are doing the research for free and it is going to a few large multi-national companies. With the White House directive, the latest is a transition with copyright as the sticking point.
