This chapter discusses some of the difficulties the Alaska Permanent Fund and Dividend are likely to face as Alaska's oil revenues decline. One of our major concerns is that, although the fund is financially secure, it will never been politically safe as long as the state's budget remains insecure and overly tied to declining oil revenues.
