This proposal is for an exploratory case study of a sample of the population of policies at a sample of several public sector Rust Belt Universities in Midwestern states. No surveys of individuals will be performed. The goal of the study is to illustrate the value of a more extensive Delphi Method study of the unit of analysis of the population of policies and the need for institutional racism impact analysis of such policies. The subject of the study is the topic of institutional racism and anti-racism in higher education, as illustrated by discrete policies which have evolved over time that have an objectively discriminatory impact and/or may have been modified over time in order to diminish such impacts. The object of the research is public records of various policies, starting first with a set of policies of interest to me as an educator: withdrawal policies, emergency withdrawal policies, registration hold policies, and other such discrete policies. All data will be from use of the world wide web, individual correspondence with public
university officials, or focused freedom of information requests, as appropriate and
necessary. No records or data will be sought or requested regarding the specific application of policies to individual students, the roles of individual faculty members, or the decisions made by any staff or administrators. Accordingly, I would consider this study example from human subjects requirements. My training at the doctoral level in sociological research methods qualifies me for research of this kind.
