Rising costs, increasing community expectations, ageing infrastructure coupled with limited opportunity for income growth means local government must generate new ways of working in order to develop and improve their cultural precincts. A cultural precinct is a clearly defined geographical area that contains facilities and services related to artistic and intellectual activity. Cultural precincts are created at a local government level but, at present, in the absence of suitable performance indicators that assess performance in a consistent and objective manner. This paper argues for the development of standardised key performance indicators (KPIs) to create, improve, and sustain relevant and accessible cultural precincts, allowing councils to benchmark performance at a regional level for strategic continuous improvement. A quality function deployment tool is suggested to assist in the development of KPIs that support a robust business case for cultural precinct development to ensure the ongoing strategic development and management of cultural precincts across the local government sector and within regions of councils.
