Abstract
The Paris Agreement 2015 is a landmark agreement designed to strengthen the global response to the threat of climate change. The Paris Agreement 2015 featured significant debate over the role of technology in respect of addressing climate change. There is some extensive text about technology research, development, and dissemination in the Paris Agreement 2015. Article 10 of the Paris Agreement 2015 addresses the topic of technology. Article 10.1 maintains: ‘Parties share a long-term vision on the importance of fully realizing technology development and transfer in order to improve resilience to climate change and to reduce greenhouse gas emissions’. Article 10.2 emphasizes that ‘Parties… shall strengthen cooperative action on technology development and transfer.’ Article 10.3 states: ‘The Technology Mechanism established under the Convention shall serve this Agreement.’ Article 10.4 observes: ‘A technology framework is hereby established to provide overarching guidance to the work of the Technology Mechanism in promoting and facilitating enhanced action on technology development and transfer in order to support the implementation of this Agreement, in pursuit of the long-term vision referred to in paragraph 1 of this Article.’ Article 10.5 provides a larger discussion of the issue. Article 10.6 notes: ‘Support, including financial support, shall be provided to developing country Parties for the implementation of this Article.’ Article 10.6 comments: ‘The global stocktake referred to in Article 14 shall take into account available information on efforts related to support on technology development and transfer for developing country Parties.’
