What Is to Be Produced? The Case for Industrial Policy

Abstract
Advanced countries face a structural loss of production capacity in industries that were previously the engines of growth, while no other fast-growing economic activity appears to be able to play a similar role in the future - finance is overblown and highly unstable, consumer services suffer from the slump in demand and the public sector is being downsized everywhere. The need for rebuilding and restructuring economic activities in Europe has recently led to several policy proposals. The article reviews the debate and proposes a set of policy action at the EU level.
