AbstractThis paper argues that the stumbling block to effective education reform in Hong Kong is a misguided philosophy that wrongly puts the blame on examinations as the source of anxiety and distortion of the education process, when in fact it is “the musical chair game” set-up that pervades the education system from primary school through universities, that is distorting the entire education process.
