This article examines the urban-planning and policy challenges by urban housing. It identifies what the field of planning could offer in terms of a more effective state role in the housing market and describes four functions of planning in the housing market. These include market shaping through plans that communicate information about future development, regulation of land-use and environmental controls, and stimulation of development activity with subsidies and incentives. The article also discusses a strategic planning framework for housing, and the social and political consequences of housing policies.
