Abstract
This chapter examines the difficulties that New Orleans officials and residents faced when trying to determine a way to plan a recovery that might differ from 2005 settlement patterns. We begin by analyzing recovery across New Orleans neighborhoods within the context of decades- long population loss and disinvestment. We then explain the challenges to rightsizing New Orleans. Finally, we examine the possibilities and limitations of parcel and neighborhood- scale strategies.
