The modern world order is characterised by the extremely inconsistent processes. This aspiration to integration, overcoming of political barriers, peaceful co-existence of the states with various political systems, religious traditions, on the one hand, and the sharpest contradictions which are pouring out in conflicts, certificates of terrorism, irreconcilability and aggression, with another. In these conditions International Law as the special legal system regulating the international relations, time and again already proved the huge positive potential.
