'This paper examines two approaches to reforming the teaching profession, one from the UK, the other in the USA. It is argued that the commitment of the profession to reforms concerning the development and the assessment of teaching standards will depend on the creation of an independent institution in Australia through which the profession can exercise responsibility for these tasks - an institution that will enable the teaching profession and education authorities to talk with each other on equal terms and to exercise their shared responsibility for the quality of teaching and learning in schools'.
