Abstract
This paper briefly outlines the principles of a new way of achieving compliance with housing and neighborhood codes for the maintenance of healthy, safe, stable and secure living conditions. Strategic code compliance takes a pro-active approach, emphasizes the use of data and information technology in an organic system where the various departments, institutions and actors in governmental and community action roles can collaborate and coordinate their work. It prioritizes enabling voluntary compliance by willing property owners while using an array of policing tools to obtain compliance by negligent, absentee and predatory owners and forces that undermine neighborhood health, safety and welfare.
