Hearing before the U.S.-China Economic and Security Review Commission: Statement of Dr. Karl P. Sauvant
One Hundred Twelfth Congress, First Session, March 30, 2011, on “Chinese State-Owned Enterprises and U.S.-China Bilateral Investment,” Washington, D.C. (2011)
  • Karl P. Sauvant, Columbia University
Abstract
This author focuses his remarks on FDI flows between the United States and China. As the United States regards China, the new kid on the block, with skepticism, he recommends: 1) the US should maintain its role as a leader in establishing a strong and open international investment law and policy regime (IILP); 2) that the IILP be rebalanced, avoiding its abuse to create protectionist policy; 3) the US continue to attract Chinese FDI; 4) the US should find a way to help China’s MNEs become good corporate citizens. The hearing closed with discussions, questions and answers.
