An earlier version of this paper had been presented, under the title “Representing the Collective Economic Interest of the Third World: The Group of 77,” to the 22nd Annual Convention of the International Studies Association, Philadelphia, Pa., 18-21 March 1981, and had been published in Development and Peace, 4 (Spring 1983), pp. 85-101.
